Unattended Donation/Collection Bins

Unattended Donation and Collection Bins have become a concern to the City of Bellmead because of the nuisance of scattered debris around the bins and the lack of maintenance of the bins. All bins are required to be registered with the City of Bellmead with an annual permit which is reviewed by City Staff to make sure all requirements are met. 

City Council passed Ordinance 2023-02; Unattended Donation/Collection Bins on May 16, 2023. 

The requirements of this Ordinance applies to all donation bins within the City of Bellmead, regardless of the date the bins were placed. Donation bins placed prior to the effective date of Ordinance 2023-02 will not be granted any legally non-conforming rights. 

This ordinance provides regulations for donation bins, established requirements for permits allowing the placement of donation bins on approved open spaces on private property, and the maintenance of approved donation bins. 

The purpose of these regulations is to protect the public health, safety, and welfare of Bellmead citizens by requiring the registration and permitting of donation bins and to protect the aesthetic well-being of the community and it promotes the tidy and ordered appearance of developed property.   


Application Requirements 


  • A signed agreement with the property owner.
  • A nonrefundable annual application fee per the Master Fee Schedule.
  • Contact information for the bin (phone, email, website, address, 24-hour contact).
  • A vicinity map showing the location of the bin and its proximity to other bins and rights-of-ways.

Required Physical Attributes of the Bins

  • Fabricated of durable and waterproof materials.
  • Placed on ground that is paved with durable cement. 
  • Durable pad site with metal tray capable of catching any leaking or seeping material.
  • Not to exceed 60" in height, and 60" wide, and 60" deep.
  • Not electrically or hydraulically powered or otherwise mechanized. 
  • The color and associated signage shall not be high-intensity or fluorescent. 
  • Contact information displayed on bin. 
  • Pick-up schedule information  and allowable material to be donated displayed on bin.
