City of Bellmead Home Reconstruction Program

The City of Bellmead is excited to announce the launch of its Home Reconstruction Program for 2024. This initiative aims to provide eligible homeowners with the necessary assistance to reconstruct their homes, ensuring safe and modern housing for residents.

Program Details:

The Home Reconstruction Program is part of the federally funded HOME Program, regulated by the U.S. Department of Housing and Urban Development (HUD). The City of Bellmead has secured funding through the Texas Department of Housing and Community Affairs (TDHCA) to support this initiative. The program focuses solely on reconstructing homes on the same lot, without options for home rehabilitation.

Application Period:

Applications will be available from Friday, June 21, 2024, through Friday, September 6, 2024. Interested homeowners can pick up application packets at the City Hall, 3015 Bellmead Dr, Bellmead, TX 76705, during regular business hours.

Eligibility Requirements:

  • Proof of four months' income or Social Security/Social Security Income letter and any other benefits received.
  • Homeownership proof, such as a warranty deed (no contract for deed).
  • Proof of occupancy, including a driver's license or photo ID and a utility bill showing the house address.
  • Social Security cards for all household members.
  • The home assisted must be your principal residence (no rental property)
  • Must have clear title to the property (no liens against it)
  • Must live within the boundaries of the City of Bellmead.
  • Taxes on the property must be current. (Tax receipts verifying all property taxes paid.)
  • If you do not live in the home that you are requesting assistance because of a disaster, fire, or has been condemned or deemed unsafe to live in; in order to be eligible to apply, it must be less than 4 years from the date you moved out.
  • Applicants must meet HUD Area Median Family Income limits.

General Information:

  • Manufactured Housing Units (MHU), also referred to as mobile home, are eligible for replacement for a new MHU or a stick-built home. 

Type of assistance, in most cases, is in the form of a Grant Agreement with a 5-year affordability period, in the case of replacing a MHU with a stick-built home, a Deferred Forgivable Loan with a 15-year affordability period. No payments are made to the City or TDHCA unless the terms of the affordability period are not met.

  • The Application process for the City of Bellmead HOME Program may take 18 to 24 months from application intake to the completion of construction.
  • Construction takes approximately four months, and there is a one-year construction warranty.
  • Applicants will be required to submit support documentation with the application. A checklist is included in the application packet.
  • Must be willing to relocate and make own arrangements for relocation before the demolition and reconstruction.
